ETHICS IN PUBLIC ADMINISTRATION: A COMPARATIVE ANALYSIS OF PUBLIC SERVANTS' PERCEPTION REGARDING THE CODE OF ETHICS
ABSTRACT
Ethics in Public Administration is fundamental to the legitimacy and effectiveness of governmental institutions, ensuring public trust through transparency and accountability. The ethical behavior of public servants, who manage resources and policies that directly affect citizens, is essential to maintaining integrity and fairness in their functions. This study investigates public servants' perceptions of ethics, analyzing how these professionals understand and apply ethical principles in their daily activities. The approach allows for the identification of challenges in implementing ethical policies and the need for training to strengthen the ethical culture in the public sector. The analysis is crucial in assessing whether public servants act in accordance with the Code of Ethics, a vital instrument for integrity in public service. Although many public servants recognize the importance of the Code of Ethics, significant shortcomings in its application still compromise the effectiveness and quality of services provided. The crisis of values and the lack of awareness of unethical behavior highlight the need for strict oversight and continuous training programs. This work is justified by the need to enhance transparency and efficiency in public administration, promoting citizen and institutional oversight to improve services offered to society. The main objective of the analysis is to verify whether public servants perform their duties in accordance with the norms and principles established by the Public Servants' Code of Ethics. The methodology employed is descriptive and qualitative, using bibliographic and documentary methods, organized into sections that discuss the State, Public Administration, ethics, and the impact of the Code of Ethics on the performance of public servants.
